The least restrictive level of EMCON (Emission Control) is Delta. At this level, there are minimal restrictions on emissions, allowing the use of all electronic emitters and communications systems. This level is typically employed when a unit is operating in a relatively safe environment, often in peacetime, where the likelihood of detection or threat is considered low.

In contrast, the other levels—Alpha, Bravo, and Charlie—impose increasing restrictions on emissions to protect the unit's tactical situation and avoid detection by adversaries. Each higher level of EMCON progressively limits communications and the use of electronic equipment to enhance stealth and survivability in potentially hostile environments. Delta provides the most operational flexibility, making it crucial for maneuvers where a commanding presence is required without immediate concern for enemy detection.
